The Senergy solar power project was initially developed by the Senegalese company Senergy SUARL, which signed a 25-year Power Purchase Agreement (PPA) with SENELEC in June 2014. Meridiam and FONSIS subsequently joined the project company to help complete the development phase, structure the transaction, and mobilize the financing required for construction.
The project covered the design, construction, operation, and maintenance of the solar power plant throughout the duration of the PPA. Senergy PV SA was established by the three shareholders — Senergy SUARL, Meridiam, and FONSIS — to develop and operate the 30 MWp solar power plant at Santhiou Mékhé, approximately 125 kilometers from Dakar. At the time, it was one of the largest solar power projects in West Africa. The plant was completed and inaugurated in June 2017 and became operational in August 2017.
As part of the project, the company also constructed approximately 9.5 kilometers of medium-voltage transmission line to connect the plant to the nearest electrical substation, located north of Ngaye Mékhé.
The financing structure also benefited from a State guarantee, which enabled Proparco to provide the financing necessary to complete construction of the project.
